I highly recommend Partners In Health for several reasons:

1) PIH has decades of experience delivering medical care and other community services in Haiti. When the earthquake hit, they had the only available MD in Port-au-Prince (http://pagingdrgupta.blogs.cnn.com/2010/01/17/the-only-doc/). They know the people of Haiti, its geography, and localized needs. They also have supply lines in place and have been designated as the official provider of medical services by the Haitian government.

2) They have a long history of working through the government and helping build the public sector. Many NGOs drop in aid and then pull out without helping Haiti build the institutions it needs for sustainability. 

3) They operate efficiently and transparently, spending 94.8% of their budget on programs and only 5.2% on overhead.
